{"id":23754,"date":"2025-11-07T09:42:56","date_gmt":"2025-11-07T09:42:56","guid":{"rendered":"https:\/\/www.selinawamucii.com\/news\/?p=23754"},"modified":"2025-11-07T09:42:58","modified_gmt":"2025-11-07T09:42:58","slug":"the-philippines-contemplates-value-chain-fairness-via-onion-and-pork-msrp","status":"publish","type":"post","link":"https:\/\/www.selinawamucii.com\/news\/2025\/11\/07\/the-philippines-contemplates-value-chain-fairness-via-onion-and-pork-msrp\/","title":{"rendered":"The Philippines contemplates value chain fairness via onion and pork msrp\u00a0"},"content":{"rendered":"\n<p>The Philippines\u2019 Department of Agriculture (<a href=\"https:\/\/www.da.gov.ph\/da-hog-farmers-set-pork-floor-price-at-p210-per-kilo\/\"><u>DA<\/u><\/a>) is mulling a maximum suggested retail price (msrp) for pork and onion sales to redeem value chain fairness.<\/p>\n\n\n\n<p>According to the Secretary of Agriculture Francisco Tiu Laurel Jr., in a passing interview on November 6, 2025, both items currently enjoy overpricing.<\/p>\n\n\n\n<p>Despite the government extending a&nbsp;50,000-tonne&nbsp;onion import window to January 2026 to increase supplies, domestic prices are still up.<\/p>\n\n\n\n<p>Laurel Jr. noted that local&nbsp;<a href=\"https:\/\/www.selinawamucii.com\/insights\/prices\/philippines\/onions\/\"><u>onion retail rates<\/u><\/a>&nbsp;currently command 120-200 pesos (2.03-3.40) a kg while imported ones&nbsp;<em>90<\/em>-160 pesos (1.52-2.71)\/kg.<\/p>\n\n\n\n<p>Hence, the DA is contemplating to not only bring up a maximum price cap for import onions but also for local equivalents.<\/p>\n\n\n\n<p>The looming domestic onion msrp comes with a suggestion by the DA of 100 to 120 pesos ($1.69-2.03) a kg.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-liempo-overpriced\"><strong>Liempo Overpriced &nbsp;<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>Onion sale imbalance however compare ill with the unfairness pervading the liempo (pork belly cuts) value chain. The cut incidentally was the only food that remained&nbsp;<a href=\" www.selinawamucii.com\/news\/2025\/07\/31\/municipal-philippines-tames-food-prices-in-iligan-city\"><u>inflated in the keynote Iligan City<\/u><\/a>&nbsp;in southeast PH, June 2025.<\/p>\n\n\n\n<p>According to the DA, retail rates for liempo are unnaturally curving up to 400 pesos (6.77)\/kg. This at a time when farm-gate prices for hogs are falling into the 150-180 pesos ($2.54-3.05) per live-weight kg.<\/p>\n\n\n\n<p>To favor farmers, the agriculture department on November 4 raised the minimum live hog rate to 210 pesos ($3.55) a kg.<\/p>\n\n\n\n<p>The DA is also assessing suggestions whether to restore pig import tariffs to 40%, above the current 25%.<\/p>\n\n\n\n<p>The final step is ameliorating the retail price of pork cuts to a maximum 330 pesos ($5.58) a kg, for liempo.<\/p>\n\n\n\n<p>If this msrp that the DA chief has mentioned comes up, it will be below the last srp of 380 pesos.<\/p>\n\n\n\n<p>Around November 1, pork belly was retailing at&nbsp;<a href=\"https:\/\/context.ph\/2025\/11\/04\/govt-moves-to-lift-hog-prices-restore-pork-tariffs\/\"><u>320 to 450 pesos<\/u><\/a>&nbsp;($5.41-7.61)\/kg in the Manila metro, per the DA.&nbsp;<\/p>\n\n\n\n<p>Onion and pork msrp are essential since these two spice and protein succor the palates of millions in the Philippines. To protect this large consumer base, the government uses a&nbsp;suggested retail price (srp) and sometimes a maximum srp. However, retailers continued to sell liempo at up to 480 pesos ($8.12)\/kg, despite farm gate rates for live hogs falling drastically. &nbsp;The government hence sought to introduce a maximum srp for liempo at&nbsp;<a href=\"https:\/\/www.gmanetwork.com\/news\/money\/economy\/965163\/da-eyes-maximum-srp-for-onion-pork\/story\/\"><u>330 pesos<\/u><\/a>&nbsp;($5.58)\/kg, as of November 4.<\/p>\n\n\n\n<p>Onion Case Study 2023<\/p>\n\n\n\n<p>Onions sometimes experience volatility, despite the government\u2019s efforts to rein in prices. In end December 2022, for instance,&nbsp;onion retail rates soared to an unprecedented&nbsp;<a href=\"https:\/\/www.da.gov.ph\/da-issues-srp-of-p125-kg-for-imported-red-onion\/\"><u>600 pesos<\/u><\/a>&nbsp;($10.15) a kg.<\/p>\n\n\n\n<p>Afterwards, in February 2023, the government set the srp for imported onions at&nbsp;<a href=\"https:\/\/www.da.gov.ph\/da-issues-srp-of-p125-kg-for-imported-red-onion\/\"><u>125 pesos<\/u><\/a>&nbsp;($2.12)\/kg. In May 2023, the government then offered an import onion srp of&nbsp;<a href=\" businessmirror.com.ph\/2023\/05\/26\/da-defers-implementation-of-\u20a7150-kilo-srp-for-onion\"><u>150 pesos<\/u><\/a>&nbsp;($2.54)\/kg, which it then deferred.
