{"id":20939,"date":"2024-08-02T13:45:34","date_gmt":"2024-08-02T13:45:34","guid":{"rendered":"https:\/\/www.selinawamucii.com\/news\/?p=20939"},"modified":"2024-08-02T13:50:44","modified_gmt":"2024-08-02T13:50:44","slug":"less-wheat-prices-in-china-force-domestic-governmental-purchases","status":"publish","type":"post","link":"https:\/\/www.selinawamucii.com\/news\/2024\/08\/02\/less-wheat-prices-in-china-force-domestic-governmental-purchases\/","title":{"rendered":"Less wheat prices in China force domestic governmental purchases\u00a0"},"content":{"rendered":"\n<p>Renewed governmental purchases could control declining&nbsp;<a href=\"https:\/\/www.selinawamucii.com\/insights\/prices\/china\/wheat\/\"><u>wheat prices<\/u><\/a>&nbsp;in China after rains prompted some growers to rush wheat to oversupplied markets.&nbsp;<\/p>\n\n\n\n<p>According to Bloomberg News, the government is stockpiling wheat from farmers to reverse the market glut and rebound prices.<\/p>\n\n\n\n<p>Various farmers took their wheat from storage and into local markets over fears that moisture could ruin it.\u00a0<\/p>\n\n\n\n<p>For now, local prices are at a 36-month low after 2024 production rose to\u00a0138 million tonnes.\u00a0<\/p>\n\n\n\n<p>A graphic representation on Bloomberg shows that domestic market rates have plummeted drastically from their 2022 highs. While the 2022 rate had neared\u00a0<a href=\"https:\/\/finance.yahoo.com\/news\/china-stockpile-more-wheat-heavy-060504374.html\"><u>3,400 yuan<\/u><\/a>\u00a0($471.24) a tonne, that of 2024 has hovered around 2,500 yuan ($346.75) a tonne.\u00a0<\/p>\n\n\n\n<p>This means current trade offers mirror those of 2020, a time when they had remained below 2,600 yuan ($360.88) a tonne.\u00a0<\/p>\n\n\n\n<p>The focus now is to up farmer grain purchases through the state firm,&nbsp;Sinograin, to bring up the minimum price.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-ramifications-in-australia\"><strong>Ramifications in Australia<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>The oversupply is also having ramifications as far away as Australia which is a major wheat exporter to China. &nbsp;Indeed, wheat exports to Beijing have reduced from double digit levels to 2023-24\u2019s 5 to 9 million tonnes a year.<\/p>\n\n\n\n<p>Forward wheat purchases by China also help set the price for the rest of the season. In 2023, &nbsp;for instance, China\u2019s forward purchases accounted for&nbsp;<a href=\"https:\/\/www.graincentral.com\/markets\/china-missed-as-wheat-harvest-nears-agic\/\"><u>30%<\/u><\/a>&nbsp;of Australia\u2019s wheat exports and helped control seasonal prices. Otherwise, Australia could have stared at price drops of at least A$20 ($13.02) from each tonne.&nbsp;<\/p>\n\n\n\n<p>2024 is different, however, as China has apparently not made any forward imports of Aussie wheat, as of July, 2024.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-price-situation-in-russia-and-the-u-s\"><strong>Price Situation in Russia and the U.S.<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>Meanwhile, American wheat on the Chicago futures market is at its weakest since summer 2020, trading at $5.24<sup>1\/4<\/sup>&nbsp;a bushel. &nbsp;<\/p>\n\n\n\n<p>A part of the pressure comes from international oversupply including from Russia, where prices dipped to&nbsp;<a href=\"https:\/\/www.selinawamucii.com\/news\/2024\/06\/28\/global-wheat-prices-bow-to-harvest-pressure\/\"><u>$231 a tonne<\/u><\/a>&nbsp;in June 2024.&nbsp;<\/p>\n\n\n\n<p>China is also contributing to the decline in American wheat rates as there are&nbsp;<a href=\"https:\/\/www.brecorder.com\/news\/40315269\/chicago-grains-near-2020-lows-on-good-crop-outlook-demand-doubts\"><u>doubts about import demand<\/u><\/a>&nbsp;for 2024.&nbsp;<\/p>\n\n\n\n<p>In short, apart from the domestic front,&nbsp;wheat prices in China&nbsp;are having international ramifications. To learn more about China\u2019s price highlights, read on in the statistics section below.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-statistics-on-wheat-prices-in-china\"><strong>Statistics on Wheat Prices in China&nbsp;<\/strong><strong><\/strong><\/h2>\n\n\n\n<p>Although China is the largest wheat producer globally, it is still a top importer to meet home demand. For instance, in the 2022-23 fiscal year, the country imported the most wheat worldwide at&nbsp;<a href=\"https:\/\/downloads.usda.library.cornell.edu\/usda-esmis\/files\/zs25x844t\/76538f65g\/5712nm49g\/grain.pdf\"><u>12 million tonnes<\/u><\/a>, per USDA forecasts. &nbsp;Being more of an importer than exporter, the far-east country commands high pricing for its wheat exports. For instance, while the world was trading wheat at an average $367 a tonne in 2022, China was charging&nbsp;<a href=\"https:\/\/www.worldstopexports.com\/average-wheat-prices-compared-for-biggest-wheat-export-countries\/\"><u>$509 a tonne<\/u><\/a>. In comparison, the two biggest exporters Australia and Russia averaged $345 and $396 per tonne respectively in 2022. China\u2019s import prices, on the other hand, are low but have been rising annually. They breached the $300\/tonne-mark in 2021, at $312.9\/tonne and peaked at<a href=\"#:~:text=In%202018-2022%2C%20the%20average%20price%20of%20China%27s%20wheat,rose%20to%20US%24370.7%20per%20ton%2C%20up%2020.7%25%20year-on-year.\"><u>&nbsp;$370.7\/tonne<\/u><\/a>&nbsp;in 2022.<\/p>\n\n\n\n<p><strong>How does China maintain domestic wheat prices<\/strong>?<\/p>\n\n\n\n<p>The government usually controls prices through its minimum support price offer even when the market price goes below this rate. In 2019 and 2020, &nbsp;the support price was<a href=\"#:~:text=The%20Government%20announced%20it%20will%20keep%20the%202020,Policies%29%20following%20two%20consecutive%20years%20of%20price%20cuts.\"><u>&nbsp;2,240 yuan<\/u><\/a>&nbsp;($317 at the 2020 rate) per tonne, according to FAO data. &nbsp;In comparison, the world\u2019s average price estimate for wheat in the 2018-20 period was&nbsp;<a href=\"https:\/\/www.oecd-ilibrary.org\/docserver\/b9d115a1-en.pdf?expires=1722581697&amp;id=id&amp;accname=guest&amp;checksum=A9599ABA6AB7B3F8D9777BFA6990ACE5\"><u>$236.7<\/u><\/a>&nbsp;a tonne. The 2022 and 2023 domestic price average would then climb to&nbsp;<a href=\"https:\/\/downloads.usda.library.cornell.edu\/usda-esmis\/files\/zs25x844t\/76538f65g\/5712nm49g\/grain.pdf\"><u>$450 a tonne<\/u><\/a>, making the country a pricey grain market for its consumers.&nbsp;<\/p>\n\n\n\n<p><strong>How much wheat does China buy from farmers<\/strong>? <\/p>\n\n\n\n<p>The 2020 stockpile of wheat that China planned to buy from farmers was at<a href=\"#:~:text=The%20Government%20announced%20it%20will%20keep%20the%202020,Policies%29%20following%20two%20consecutive%20years%20of%20price%20cuts.\"><u>\u00a037 million tonnes<\/u><\/a>.
