{"id":20149,"date":"2024-03-27T09:45:33","date_gmt":"2024-03-27T09:45:33","guid":{"rendered":"https:\/\/www.selinawamucii.com\/news\/?p=20149"},"modified":"2024-03-27T09:49:33","modified_gmt":"2024-03-27T09:49:33","slug":"avocado-farmers-in-kenya-await-reprieve-from-double-levy","status":"publish","type":"post","link":"https:\/\/www.selinawamucii.com\/news\/2024\/03\/27\/avocado-farmers-in-kenya-await-reprieve-from-double-levy\/","title":{"rendered":"Avocado farmers in Kenya await reprieve from double levy"},"content":{"rendered":"\n<p>The national government has promised\u00a0<a href=\"https:\/\/www.selinawamucii.com\/produce\/fruits-and-vegetables\/mtkenyaavocadofarms\/\"><u>avocado farmers in Kenya<\/u><\/a>\u00a0that it will review a controversial e-tax clause to exempt them from double taxation.<\/p>\n\n\n\n<p>Briefing the press in Nairobi on March 26, Deputy President Rigathi Gachagua said he has formed a committee to&nbsp;<a href=\"https:\/\/allafrica.com\/stories\/202403210006.html\"><u>review avocado taxes<\/u><\/a>.<\/p>\n\n\n\n<p>At the heart of the matter is Section 23A of the Finance Act 2023, which authorizes mandatory electronic tax filing for businesses. &nbsp;The filing platform known as Electronic Tax Invoice Management System (ETIMS) has drawn mixed reactions across blue collar industries.<\/p>\n\n\n\n<p>Particularly affected is Kenya\u2019s avocado sector, whose 2024 taxation timeline has coincided with lucrative export deals to China and India.<\/p>\n\n\n\n<p>India slapped a 30% duty on avocado imports from Kenya after an August 2023 gazette notice on shipping regulations.&nbsp;<\/p>\n\n\n\n<p>Compounded to this tariff, farmers have also had to grapple with the mandatory domestic tax, now under review.<\/p>\n\n\n\n<p>If these two levies continue, producers expect to make next to nothing since farm gate prices have sunk. The prevailing prices in March are as low as\u00a0<a href=\"https:\/\/www.msn.com\/en-xl\/africa\/other\/dp-establishes-task-force-to-streamline-the-avocado-subsector\/ar-BB1kwUSm\"><u>KSH 3<\/u><\/a>\u00a0($0.024) per small piece\u00a0and KSH 5 ($0.04) per large fruit.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-possible-tax-moratorium\"><strong>Possible Tax Moratorium&nbsp;<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>It is with these financial challenges in mind that the deputy president is considering extending farmers a domestic tax holiday. \u00a0<\/p>\n\n\n\n<p>Before that happens, however, a new intergovernmental committee will have to conduct week-long consultations to generate policies. While any agreement the task force makes must pass through parliament for enactment, it will still presage a farmers\u2019 victory.<\/p>\n\n\n\n<p>More so, the government is also in the middle of negotiations with India to waiver the new import duty.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-untapped-export-potential\"><strong>Untapped Export Potential<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>Securing duty exemption with emerging destinations such as India could help Kenya unlock the untapped riches in its avocado sector.<\/p>\n\n\n\n<p>Despite being the 6<sup>th<\/sup>\u00a0largest global avocado producer in 2023 with 430,000 tonnes, Kenya exported only 23% of its total output. The export worth clocked KSH 15 billion ($113.64 million) while the value chain hit KSH 19 billion ($143.94 million).\u00a0<\/p>\n\n\n\n<p>Local avocados grow in the Central highlands around Murang\u2019a and Mt. Kenya, alongside the Rift Valley and Western Kenya.<\/p>\n\n\n\n<p>Small-scale farmers cultivate<a href=\"https:\/\/www.ifpri.org\/publication\/avocados-kenya-whats-holding-back-smallholder-farmers\"><u>&nbsp;70%&nbsp;<\/u><\/a>of avocados, with a net production that fluctuates each year depending on demand.<\/p>\n\n\n\n<p>The avocado sector is both domestic- and export market-oriented. For export, farmers prefer to cultivate the marketable\u00a0<a href=\"https:\/\/www.selinawamucii.com\/growing-hass-avocados-in-kenya-a-guide-into-producing-the-best\/\"><u>hass<\/u><\/a>\u00a0variety, now under an area of 30,000 hectares nationwide.\u00a0<\/p>\n\n\n\n<p>Currently, avocado farmers in Kenya are increasingly attracted to oriental destinations, namely China and India, because of their growth potential.
